When you install SIS 2011B, they include a SIS.cer file (IE Certificate). You cannot edit this file due to the security of Microsoft. I was able to change the date inside the file, but then it fails with the security envelope of the certificate file. It was the only site from where we can easily download certificate and key file to sign our unsigned sis applications. But from many months this site is restricted for free users.
